Claim Your Reimbursement: A Legal Right
Between 2016 and 2023 (and even before), NAMAF unlawfully charged fees for practice number renewals without legal authority. Their choice to stop these charges in 2024 confirms this action was ultra vires. The decision came about when the Management Committee (MC) obtained a legal opinion on the Secretariat’s authority to charge fees to healthcare providers. Based on this opinion, MC concluded that NAMAF lacked the statutory power to levy fees for the registration and renewal of practice numbers. NAMAF habitually covered over 15% of its budget (N$2,779,589 in 2023 alone) with money unlawfully demanded from Health Care Practitioners.
However, NAMAF has yet to refund the millions collected, arguing that NPPF lacks the jurisdiction under the MAF Act to demand these fees on behalf of healthcare professionals - as was done in writing on 22 October 2024.
Under the legal principle of condictio indebiti, you are entitled to seek repayment of fees paid under the mistaken belief of obligation. This demand is firmly grounded in law and free from retribution.

1. Complete the attached letter template with your details.
2. Email it to ceo@namaf.org.na with the subject: "Demand for Reimbursement."
3. Cc NPPF into the correspondence at nppfmanagement@gmail.com and retain proof of submission.
